Plain English definitions of renovation, construction, and fit-out terms commonly used in Dubai and the UAE. Compiled by ABGMC Technical Services LLC — Dubai's licensed renovation contractor since 2010.

BOQ — Bill of Quantities

An itemised document listing every material, labour task, and associated cost in a construction or renovation project, prepared before work begins and forming the basis of the fixed-price contract.

In Dubai, a reputable contractor such as ABGMC provides a detailed BOQ before signing any contract. This gives the client full transparency: every line item — civil works, MEP, joinery, finishes, approvals — is costed individually. There are no provisional sums and no hidden extras.

Cat A Fit-Out (Category A)

The base building condition — the shell of a commercial space made ready for a Cat B build-out. Typically delivered by the landlord or developer before the tenant moves in.

Cat A typically includes: raised access floors, suspended ceilings with standard grid and tiles, lighting circuit distributed to perimeter (no fixtures), M&E services (HVAC, electrical, plumbing) brought to zone boundaries, and screeded bare floors with no finishes or decoration. No partitions, joinery, or furniture are included.

Typical cost in Dubai: AED 150–250 per sqft. Typical duration: 8–14 weeks.

Cat B Fit-Out (Category B)

The full interior build-out of a commercial space — transforming a Cat A shell into a fully fitted, tenant-ready workspace. Typically commissioned by the tenant or occupier.

Cat B typically includes: internal partitions (drylining, glass), MEP distribution to workstations and rooms, full lighting, flooring (carpet tiles, LVT, timber), wall finishes and painting, ceilings with features and lighting integration, kitchen/pantry, reception desk, storage joinery, and AV/data cabling.

Typical cost in Dubai: AED 250–550+ per sqft. Typical duration: 12–22 weeks.

D

DDA — Dubai Development Authority

The government entity responsible for regulating development and construction activities in specific designated areas of Dubai that fall outside Dubai Municipality's direct jurisdiction.

Contractors working in DDA-governed areas must hold a valid DDA contractor registration. ABGMC holds active DDA contractor status. All renovation and fit-out permits in DDA areas are filed and managed by ABGMC on behalf of clients.

DEWA — Dubai Electricity and Water Authority

The statutory utility authority responsible for the supply of electricity and water in Dubai. Any electrical work and water/plumbing connections must be carried out by DEWA-registered engineers and approved by DEWA.

ABGMC employs DEWA-registered MEP engineers in-house. All electrical and plumbing works are designed, installed, and inspected to DEWA standards. ABGMC files and tracks all DEWA NOC applications as part of the renovation contract.

DM Approval — Dubai Municipality Building Permit

A Dubai Municipality (DM) building permit required for any construction or renovation work that affects the structural fabric of a building — including wall removal, structural modifications, additions, mezzanine floors, and major MEP changes.

The process involves submitting architectural and engineering drawings to DM for review, obtaining approval, carrying out the works under DM inspection, and obtaining a completion certificate on finishing. ABGMC manages the entire DM approval process — drawing submission, tracking, inspections, and certificate collection — on behalf of the client.

EPS — Expanded Polystyrene (Insulation)

A rigid foam insulation material used in walls, roofs, and floors to reduce heat transfer. Widely used in Dubai construction to meet UAE thermal insulation requirements.

In Dubai's climate, EPS insulation is a standard requirement for external walls and roofs under UAE building regulations. ABGMC specifies and installs EPS insulation as part of civil and waterproofing scopes, ensuring compliance with Dubai Municipality thermal performance standards.

FM200 — Gaseous Fire Suppression System

FM200 (HFC-227ea) is a clean-agent gaseous fire suppression system used in spaces where water sprinklers would cause unacceptable damage — typically server rooms, electrical panels, data centres, and archives. FM200 extinguishes fire by absorbing heat and disrupting the combustion process without leaving residue.

In Dubai, FM200 systems must be designed and installed to Civil Defence approval standards. ABGMC's MEP team designs and installs FM200 systems as part of office fit-out and data room renovation projects.

Low Voltage (LV) systems encompass all electronic communication, security, and automation infrastructure within a building that operates at low voltage (typically below 50V AC or 120V DC).

In Dubai renovation and fit-out projects, LV systems typically include:

  • \u2022Server room and network patching
  • \u2022CCTV and surveillance systems

MEP — Mechanical, Electrical & Plumbing

MEP stands for Mechanical, Electrical, and Plumbing — the three core building services disciplines that make a building functional.

In Dubai construction and renovation, MEP encompasses:

  • \u2022Mechanical (M): HVAC (heating, ventilation, air conditioning), ducted systems, VRF/VRV, exhaust fans, fresh air units
  • \u2022Electrical (E): Distribution boards (DBs), wiring, conduit, power points, lighting, emergency lighting
  • \u2022Plumbing (P): Hot and cold water supply, drainage, sanitary ware, water heaters
  • \u2022Additional (in Dubai context): Firefighting systems, LV systems (data, CCTV, access control)

In Dubai, all MEP works must be carried out by DEWA-registered engineers (for electrical and plumbing) and comply with Dubai Municipality standards. ABGMC employs an in-house MEP team — no MEP subcontracting.

Mezzanine Floor

An intermediate floor inserted between the main floors of a building, typically used to add usable space without a full additional storey.

In Dubai, mezzanine floor construction requires a Dubai Municipality structural permit and DM-approved structural drawings. ABGMC designs and builds mezzanine floors as part of villa renovation and commercial fit-out projects, managing all DM structural approvals, steel or concrete structure installation, and finishing works.

NOC — No Objection Certificate

A No Objection Certificate (NOC) is an official document issued by a relevant authority confirming that they have no objection to a proposed renovation or construction activity proceeding.

In Dubai, NOCs are typically required from:

  • \u2022Community management (master developer — Emaar, Nakheel, Meraas, etc.)
  • \u2022Building management / Owners' Association (OA)
  • \u2022DEWA (for new electrical connections or major MEP changes)
  • \u2022Civil Defence (for firefighting systems)
  • \u2022Dubai Municipality or Trakhees (for structural work permits)

ABGMC identifies all NOCs required for a project and obtains them as part of the standard renovation contract. Clients do not need to liaise with any authority directly.

SMACNA — HVAC Ductwork Standard

SMACNA (Sheet Metal and Air Conditioning Contractors' National Association) publishes the internationally recognised standard for HVAC duct construction, installation, and testing.

In Dubai, compliance with SMACNA standards is required for all commercial and residential HVAC ductwork to ensure air-tightness, structural integrity, and fire rating.

Snagging

Snagging is the formal process of identifying and documenting defects, incomplete work, or items that do not meet the specified quality standard before a construction or renovation project is handed over to the client. The resulting document is a snag list (or punch list).

In Dubai renovation practice, snagging typically occurs in the final week before handover. The contractor's project manager walks the entire property with the client, raises a snag list, and all items are cleared within an agreed period before keys and warranty certificates are issued. ABGMC completes a formal snagging inspection on every project before handover.

Trakhees

Trakhees is the regulatory authority of DP World (Ports, Customs & Free Zone Corporation) that oversees construction, renovation, and fit-out activities in Dubai's free zones and certain development areas — including Jebel Ali Free Zone (JAFZA), Jebel Ali Port, Palm Jumeirah, DIFC (in partnership), and other Trakhees-regulated communities.

Contractors working in Trakhees-governed areas must hold a valid Trakhees approval. ABGMC is an approved Trakhees contractor and has delivered multiple projects on Palm Jumeirah and in DIFC. All Trakhees permit applications are managed by ABGMC directly.

Turnkey Renovation / Turnkey Contract

A turnkey renovation is a complete, single-contract delivery model where the contractor manages every aspect of the project — design, government permit approvals, civil and structural works, MEP installation, interior finishing, and final handover — under one fixed-price contract.

The term "turnkey" refers to the client simply turning a key to open the finished, fully operational space. The client deals with one contractor, signs one contract, and pays one price. There is no need to separately appoint designers, approval consultants, MEP contractors, civil contractors, or interior fit-out firms.

ABGMC operates exclusively as a turnkey renovation contractor in Dubai. All services — from initial design to snagging and handover — are delivered in-house under a single fixed-price contract.

Variation Order (VO)

A formal written instruction to change the scope, specification, or cost of a construction or renovation contract after the original contract has been signed.

In Dubai renovation projects, any change to the agreed scope — whether client-requested or due to unforeseen site conditions — must be documented in a Variation Order before the additional work proceeds. ABGMC issues a formal VO with a cost and timeline impact for client approval before any variation work begins. No verbal instructions are acted upon.

VRF / VRV — Variable Refrigerant Flow

Variable Refrigerant Flow (VRF), also known as Variable Refrigerant Volume (VRV — a Daikin trademark), is an energy-efficient multi-zone air conditioning system that allows independent temperature control in multiple rooms or zones from a single outdoor unit.

VRF is widely used in Dubai villa renovations and commercial fit-outs because it:

  • \u2022Allows simultaneous heating and cooling in different zones
  • \u2022Delivers significant energy savings vs traditional split units
